State education services (rajya shiksha sewa) has come under attack from the employees of the very department that it is meant for -- that too before its implementation.
A series of protests has already started by various sections of employees of school education department who have also threatened to go court, if their voices remain unheard.
“Provisions made under state education service for headmasters (pradhan adhyapak), who have been working from 25 to 30 years are very humiliating and insulting. We have been given status of gazetted officers, but would appear in promotion test with adhyapak samvarg, much junior to us,” said Manoj Bhatnagar.
More than 8,500 headmasters from throughout the state lodged protest and sat on one-day dharna recently in state capital.
Bhatnagar said the pradhan adhyapak sangh would go on an indefinite strike if this anomaly on state education service were not corrected.
Still if there is no positive response from the government side then legal recourse would be taken, said Bhatnagar.
There are more than 1.25 lakh teachers from school education department and more than half would suffer due to erroneous policy, said PK Malviya, spokesperson of pradhan adhyapak sangh.
If the policy is not changed, it would harm BJP in the coming elections, said Malviya.
“The policy and rules formed for state education service is biased and in favour teaching cadre (adhyapak samvarg) and officials (adhikari samvarg). Regular staff of school education department is the most exploited one,” said Ashutosh Pandey.
There had been no promotions for years and now less experienced teachers belonging to local bodies would be made senior to regular assistant teachers who have been teaching for more than two decades.
There is a strong anti-government sentiment among teachers, said Pandey.
Assistant teachers’ (sahayak shikshak) union has also come out to protest, as there is no provision for their promotion.
Coordinator of sahayak shikshak sangh, Ram Lakhan Singh Chouhan said that despite working for 25-30 years not a single promotion has been given to us, while teaching cadre teacher (sahayak adhyapak varg-3) to had been promoted to adhyapak varg-2.
“Chhattisgarh government has promoted senior and post-graduate sahayak shikshaks as middle school principals. This could be emulated in Madhya Pradesh as well. If this does not happen we would protest, go on strike and even move court,” said Chouhan.
