Over 6 cr saplings planted under ‘Hariyali Mahotsav’

About 6. 26 crore saplings have been planted under ‘ Hariyali Mahotsav’ in the state since June 1, 2013. Forest department has set a target of planting 7 crore saplings during monsoon.

Process is underway to plant remaining saplings.

This year, importance is being given to plantation on land outside forest areas. For this, forest department had provided 42 lakh seeds to nurseries.

During year 2003-04, less than 2.50 crore saplings were planted under ‘Hariyali Mahotsav’ for forest augmentation in the state, whereas 12 crore saplings were planted by all departments including 7 crore by forest department during year 2011-12.

In the state, 2010 was observed as Bamboo Plantation Year, 2011 as Mahua Year and 2012 was observed as Khamer Year.

During Bamboo Year, forest and other departments planted 5 crore bamboo saplings. During Mahua Year, 13 lakh Mahua saplings grown in polythene were planted and 30 lakh seeds were sown.

Apart from being staple diet of tribals, Mahua is also their source of income. During Khamer Year, saplings of Khamer were planted.

Khamer is a fast growing timber tree from which farmers get handsome profit.

For making easy transportation, state government has exempted Khamer from transit pass.

The BJP and Congress leaders from Khandwa have jointly filed a PIL seeking direction from the high court for a CBI probe into alleged financial irregularities of over Rs. 25 crore in the Naramda Jal Yojna of KMC and converting it into PPP mode.

Congress leader and excorporator Narayan Nagar, BJP leader and ex-alderman Jagannath Maneintheir PIL claimed the Khandwa Municipal Corporation (KMC) has committed gross irregularities in execution of Narmada Jal Yojna.

The Union government sanctioned the KMC’s Narmada Jal Yojna under Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) on March 26, 2008. Soon on March 31, 2008 the KMC changed its nature from UDISSMT to PPP (public-private participation) scheme.

Since the scheme was sanctioned by the Union government under UDISSMT, the KMC had no powers to change its mode, the petitioners’ counsel Dinesh Upadhyay said.

The Centre contributed 80% funds for the scheme, while the State and KMC’s contribution was 10% each.

The Union government recently instituted an inquiry on receiving representation from the petitioners and found irregularities were committed and even the mode of scheme was changed without permission from the Centre.

Besides various representations were made by others persons but there is no outcome to recover amount from the persons responsible for financial irregularities by the KMC, Upadhyay said.

The petitioners sought direction to cancel all contracts awarded under the PPP scheme for the project.
