An internal inspection report of the department of panchayats and rural development has mentioned this in the context of the scheme in Bhishampur Primary School in Satna district, 400 km northeast of Bhopal.

In his monthly inspection report on the implementation of the schemes of the department, the deputy commissioner of panchayats and rural development, Anil Dwivedi, has noted Dalit students and cooks have to face the problem of untouchability.

The inspection at the school was done in December 2012 and Dwivedi submitted the report to the department in January.

The report also says students do not get to eat what they are entitled to. Also several other procedures such as reporting the number of students present in classes (on the previous day) to the agency implementing the scheme are being violated.
