A 'murdered' man and his alleged ‘killer’ were both found to have been serving jail terms, in two different countries!

Girja Devi 48, of Dhabdhabwa village under Adapur police station in north Bihar’s East Champaran district, has spent the last one-and-a-half years in a jail in Motihari, the district headquarters town.

Devi is in jail for the ‘killing’ of a co-villager, who, it now transpires, is alive and currently lodged in a prison of Nepal, across the international border from East Champaran.

Alerted by this report, the Bihar Human Rights Commission (BHRC) has sought a detailed report on the matter from the East Champaran superintendent of police (SP) Vinay Kumar.

Kumar, in turn, has initiated correspondence with Nepalese authorities to find out if Bhulan Shah, the man allegedly killed by Girija Devi, was lodged in Kathmandu jail on the charge of smuggling drugs.

The SP said latest investigations indicated Girija Devi was innocent. "Shah is reported to be lodged in Kathmandu jail," he said.

Shah's family member had filed a case accusing the woman of murder after indentifying a body found at Jokiary village of the district, on April 14, 2012, as that of Bulan.

“Shah's presence in the Kathmandu jail is yet to be confirmed by the Nepalese authorities. But documents provided by village representatives and interrogation of some villagers indicate foul play by Bulan’s family”, the SP said.

"We have provided relief to the accused woman by helping her secure bail and started collecting the information regarding Shah, from the authorities in Nepal," Kumar added.

Sangita Devi, mukhiya of the neighbouring Murtiya panchayat, said a group of villagers had gone to Kathmandu and found that Shah was lodged in a jail there.

"He has changed his name to Jiryodhan Shah. But his photograph, which the villagers somehow managed to take, matches with that of Bulan Shah," she said.
