Gautam Buddha University : A Seat of Education or Center of Corruption

The officials of the Gautam Buddha University, Greater NOIDA recruited unqualified teachers and purchased outdated books worth Rs. 2.32 crore to favour certain publishing house.
 
Lokayukta Justice (retd) N K Mehrotra on Wednesday in his report sent to the state government recommended action against Dean of the university Professor Mahavir Singh and assistant librarian Mangey Ram. Ombudsman has urged the state government to scan the qualification of the teachers before regularizing their services and to make the recruitment process transparent.
 
One Opin Kumar a native of Muzaffarnagar has lodged a complaint with the Lokayukta in 2012 regarding irregularities committed by Gautam Buddha University administration in 2009-12.  Kumar charged that university officials committed irregularity in the distribution of identity cards, charged cut in the purchase of the equipments installed in the university laboratory, the penalty charged from the students was not deposited in the university fund, large number of employees were appointed on unsanctioned posts and the university officials charged house rent allowance even though they stayed in university accommodation.
 
In his probe the Lokyaukta found hat instead of seat of education the university has been virtually turned into a center for raising money by the corrupt officers. Fearing that they will be indicted the officers including the then VC SR Lakha resigned from the post after the start of the inquiry. Other officials who left the university included Dr Ravindra Pratap Singh, KP Singh and Dinesh Saxena.
 
During the investigation Lokayukta detected that the candidates who did not fulfilled the eligibility for the post of the lecturer, assistant professor, associate professor and professor were hired by the university. Surprisingly the university granted quick promotion to the teachers and some of them were made dean of the university. Bungling was committed in the recruitment of the teachers- the engineering faculty that has 1800 students had 70 teachers where as the department of Law and justice, Buddhist Studies and Social Sciences has mere 5 students had 49 teachers.
 
The university officials used all the tricks in the book to earn fast buck. They made advance payment for the supply of journals. Though the 25% of the journals were not supplied yet payment was made to the supplier. They purchased the books/ journals of foreign edition have been purchased. When the record was checked that all the books/ journals were of Indian edition. No negotiation was made with the publishers in the online purchase of the journals.
 
On the request of Lokayukta the state government constituted two members’ committee consisting director, distance education IGNOU, CB Sharma and former director NCERT, JS Rajput to probe into the working of the university Sharma and Rajput in their preliminary report submitted to Lokayukta stated large irregularities have been detected in the purchase of books and recruitment of teachers.

The Gautam Buddha  University, Greater NOIDA was set up as a center of excellence by the BSP government over 511 acre area in Greater NOIDA in August, 2008. The chief minister Mayawati was made chancellor of the university and the officers considered close to the BSP chief  including the then cabinet secretary Shashank Shekhar Singh and the then chief secretary , Atul Kumar Gupta were appointed president and vice-president of Gautam Buddha University Society. The chief minister office located on the fifth floor of the Lal Bahadur Shastri Bhawan (Anexee) was the official address of the university.
