HC praises civic bodies, says drive must go on

Appreciating the efforts by civic authorities in Mumbai, Thane, Pune and Mira Road in removing illegal posters and banners, the Bombay high court on Friday said the drive must continue.

A division bench of justice Ajay Khanwilkar and justice Ashok Bhangale directed the authorities to initiate criminal action against those responsible for displaying illegal hoardings, posters and banners.

The court was hearing a bunch of public interest litigations raising concern about illegal hoardings, posters, banners in various cities.

During the hearing, the bench suggested that the civic authorities take help from civil society in preventing the menace. “The civil society is more than willing to help you [civic bodies],” the judges said.

On Wednesday, the court had directed the civic bodies to remove all illegal hoardings, posters and banners within their jurisdiction immediately and submit compliance reports on Friday.

Accordingly, Anil Sakhare, who represented the BrihanMumbai Municipal Corporation, informed the bench that the civic body had removed more than 5,000 banners and posters in the past two days.

The senior advocate said the BMC had started with main roads and the drive will continue till all illegal displays were removed.

NR Bubna, who represented Mira-Bhayander Municipal Corporation, said the civic authorities there worked overnight to remove 1,204 illegal posters and banners, whereas Kalyan-Dombivli Municipal Corporation has removed more than 1,900 such displays.

The court has taken suo-moto notice after Satara Municipal Council removed all illegal banners in a week, lodged complaints against the persons concerned and also recovered fine of Rs. 2.70 lakh.
