ISI-LeT terror team behind 26/11

The supplementary charge sheet in the 26/11 case is unambiguous in indicting Pakistan's state agencies for their role in the Mumbai terror attacks.

“The Inter Services Intelligence (ISI) was involved in every stage of the 26/11 attacks, which were planned and launched over a long period,” said joint commissioner of police, crime, Himanshu Roy on Tuesday. “The revelations made by Abu Jundal, who played a key role in many of these layers of preparation and execution, have established beyond doubt the intelligence agency's active participation in exporting terror to India.”

The charge sheet names Pakistan's Federal Investigating Agency (FIA) and the ISI as facilitators for terror groups such as the Lashkar-e-Taiba (LeT).

As per the charge sheet, the FIA's crackdown on LeT terror camps at Muridke and Baitul-Mujahideen in December 2008 in Pakistan-occupied Kashmir (PoK) was a smokescreen. Instead of flushing out terrorists, the 'crackdown' was used to destroy evidence of the ISI's involvement in the 26/11 attacks.

Roy said suspected LeT handler Abu Jundal has revealed that the control room at Malir, Karachi, for the 26/11 attack was operated with full knowledge of the local police. Further, a high ranking ISI official, identified as Major Sameer, helped supply arms and ammunition to the 10 LeT terrorists who attacked Mumbai. To cover up the Pakistan link, Major Sameer provided weapons with Chinese markings, Roy said.

As per the charge sheet, Jundal has disclosed that the LeT enjoys support and patronage from not just the ISI, but also the paramilitary forces in Pakistan. This, Jundal has been quoted as saying, was evident from the fact that several top officials of these government agencies would drop in at the terror camps and exchange pleasantries with LeT chief Hafeez Saeed and operational commander Zaki Ur Rehman Lakhvi.

The patronage enjoyed by the LeT can be gauged from the fact that Jundal's Pakistani passport was prepared by the ISI and was given to him by top LeT operative Sajid Mir. Jundal was forced to leave Pakistan following the killing of Osama Bin Laden. The crime branch is trying to procure the passport from Delhi police, who seized it when Jundal was deported to Delhi.

As per Jundal's revelations, six to seven Indians are still holed up in LeT terror camps and are actively working at striking India. In its supplementary charge sheet, the crime branch has also added 12 new names to the list of wanted accused. The names have been added after Jundal’s extensive interrogation.
