Teacher training, infra for schools on govt agenda

To improve the quality of education, the state government has contemplated a multi-tier mechanism to ensure specialised departments for various sectors such as appointment and training of teachers, upgradation of infrastructure and accreditation of schools. The department will also come up with a plan to check the unequal distribution of teachers.

Minister of state for school education Fauziya Khan told the legislative council on Friday that the department plans to undertake various measures to provide quality education. “We plan to set up four academic training centres in four regions of the state in the first phase. The centres will provide training to all the stakeholders in the education sector. Teachers, non-teaching staff, school management committee and education officials will be given training. This would help us improve the quality of education at primary and secondary level,” Khan said.

She said that her department plans to set up virtual classrooms to train teachers. Study groups have been formed to come up with a policy for the training programme.

The minister said that uneven number of the teachers in the primary and secondary schools is another issue that the government plans to address. “Though the Right To Education Act states 30:1 as the ideal student-teacher ratio, the ratio in Maharashtra is 25:1. The appointment of teachers is uneven. More than 3,000 schools have less than 10 students in a class. In some cases, the number of students for every teacher is much more than the stipulated ratio,” Khan told HT.

The minister said that the department was looking at a cluster model of schools with transportation facility to ensure equal allocation of teachers.

According to an official from the department, they have moved a proposal for the State Assessment and Accreditation Council (SAAC) for schools in the state. “After getting an in-principle approval of the state Cabinet, a detailed mechanism for gradation and accreditation of schools would be chalked out. The parameters for gradation, agency responsible for the assessment and fee will be finalised once the Cabinet approves the SAAC,” he said.
