The Congress made last-minute changes in its Jaipur declaration by dropping one of the key proposals of giving 30% representation to youth in organization and government posts essentially to keep the focus on Rahul Gandhi’s anointment as party vice-president.

Congress managers were of the unanimous view that since Gandhi had been officially elevated as the number two in the party it would be better if he took the decision after taking into consideration its pros and cons.

Many also felt that the proposal needed to be further discussed before being tabled.

“About 10% youth are already getting party tickets under Rahul’s quota and also suitably accommodated in state units…The move will now be formulated after discussing its criteria and other parameters,” a senior leader said.

Some leaders had also said the party was already facing difficulties in implementing 30% reservation for women at various levels in the organisation.

Another important suggestion of barring leaders who hold organisational posts from contesting polls received by the group on organisational strengths, led by union health minister Ghulam Nabi Azad, too failed to get into the declaration.

Significantly, Sonia Gandhi spent 90 minutes in this group and Rahul too was present for a considerable period.
