The Urban Development Ministry hadrecently last week liberalised the scheme of conversion to freehold of Delhi Development Authority (DDA) flats that were registered on general power of attorney (GPA) and agreement to sell (AS).
Hindustan Times had reported that the policy had left DDA officials stumped and applicants had a harrowing time with the officials being unable to answer their queries.
On Monday, DDA released a statement to clarify questions regarding the policy and it has also allowed online application on its website.
"The execution of Conveyance Deed of DDA built up flats disposed of on freehold basis will be allowed on the basis of un-registered GPA and AS executed between April 1, 1992 and September 23,.2001. Between September 2, 2001 and October 10, 2011 conversion will be allowed only on the basis of registered GPA and AS", the statement said.
In both such conversions surcharge of 66-2/3%, in addition to conversion charges as applicable on the date of submission of application will be charged.
In case of flats initially allotted on higher purchase basis from April 4,1992, conversion into freehold will be allowed on the above given terms and conditions only if the Applicant clears all dues, it said.
The application brochure which the applicants can use is the same and the details of the policy and conversion charges and surcharge on conversion charges by way of extra 66-2/3% on conversion have been calculated by DDA and are being provided to the perspective applicants along with the brochure, DDA said in a statement.
