The accused, Mahender Singh, a resident of Khichdipur in east Delhi, was booked under sections 186 (Obstructing public servant in discharge of public functions), 353 (assault on public servant) and 332 (causing hurt to deter public servant from his duty) of IPC.

The case was registered at the Parliament Street police station on the basis of a complaint lodged by the victim traffic sub-inspector, Ishtyak Ahmad.

A senior police officer said the incident took place around 1pm on Wednesday near Vijay Chowk when traffic movement was stopped since the Vice-President’s cavalcade had to pass from there.

Ahmed said he was on duty at Parliament Circle on Vijay Chowk when he spotted a man breaching the barricade on a Pulsar motorcycle while coming from the south fountain side.

“The biker was signalled to stop but he turned towards Raisina-Rajpath crossing. The security personnel and a PCR van chased and stopped him at Rajpath.

"When Ahmed challaned him, the biker got annoyed and ripped his uniform,” said a senior officer. The biker was overpowered by other cops.
