Key operative of banned Manipur outfit, 7 others held

A 28-year-old self proclaimed ‘revenue officer’ of a banned terrorist outfit operating from Manipur, the Kangleipak Communist Party-Military Council (Lamjanba Khuman), has been arrested by the special cell of Delhi Police.

The arrested key member of the outfit was involved in a number of abduction and extortion cases in Manipur. Seven other members of the outfit, including a woman, have also been apprehended by a joint team of Delhi and Manipur police in the past 10 days.

With their arrests, two workers of a railway construction company of Manipur, who were abducted for a ransom of R1.5 crore were also rescued, police said on Tuesday.

Khwairakpam Khogendro Singh, who took care of the outfit's “revenue” through extortion and other illegal activities, was apprehended from near JNU on December 20, Sanjeev Yadav, DCP (Special Cell) said. Following his arrest, a joint operation in Manipur led to the arrest of seven other members of the outfit, Yadav added.

The arrested accused have been identified as Mangdenbam Bobby Singh, 28, Khumanthem Babu Singh, 37, Khumanthem Chandramani Singh, 36, Mayanglambam Naoba, 21, Irengbam Bode Singh, 30, Nongmeitei Shiv Chander, 30 and a woman Koijam Ningol Radha Devi, 37.

The workers of the railway construction company were abducted by three associates of Singh, Milan, Hirachandra and Saphaba, on the directions of Khuman. Demand letters signed by Lamyanba Khumman and Hirachandra, another senior leader of the outfit, have been recovered from Radha Devi.

“They had kept the abducted persons in confinement while staying in the camp of 30 AIR Assam Rifles. After extortion, they handed over their custody to other persons as per the directions of Khuman.” Yadav said.
