The public works department (PWD) has suggested a string of measures to decongest the seven-kilometre stretch of outer Ring Road - from IIT to Rao Tula Ram Marg - and find a solution to the daily problem of long traffic snarls in south Delhi.
Apart from a new flyover parallel to the existing single carriageway one, the department has suggested construction of an elevated U-turn on Outer Ring Road, several pedestrian bridges, and new roads between Outer Ring Road and National Highway-8 (NH-8) to connect the existing network of roads.
The report has also suggested resynchronisation of traffic signals and changing the direction of traffic movement on several roads, apart from making geometric changes in several roads connecting Outer Ring Road and other nearby roads.
The department has suggested building of a new bypass for the Mehrauli-Mahipalpur Road to divert sizeable portion of Gurgaon-Delhi vehicular traffic to "under-utilised" roads.
Prepared by RITES on behalf of the PWD for suggesting short-term traffic management schemes and medium and long-term proposals to improve overall traffic management, the report was discussed at length in the Unified Traffic and Transportation (Infrastructure and Engineering) Planning Centre, the agency responsible for clearing infrastructure projects in the Capital.
However, no final decision has been taken by the government on the report.
According to senior PWD officials, RITES had earlier suggested some short-term measures, which the traffic police had found not practically non-implementable due to "administrative reasons" and had rejected them.
It was only after Delhi CM Sheila Dikshit called a meeting of all stakeholders in October 2012, and wanted the consulting agency to identify long-term proposals keeping in view the new developments in the city, that RITES prepared and submitted a comprehensive report.
