Series of missed targets: June to be new deadline

The restoration of Connaught Place, which has missed a number of deadlines in the past, is set to miss another deadline. While the New Delhi Municipal Council (NDMC) had set a deadline of April 30, it seems unlikely that the contractor will be able to meet it.

In a review meeting on Monday, the Delhi chief minister lambasted the New Delhi Municipal Council (NDMC) for the slow progress and has asked them to stick to the deadline.

"The chief minister is unhappy with the way things are going and has asked the civic agency to submit a step-by-step time-bound plan for the project. She has warned the officials that delays will not be tolerated," said a senior Delhi government official.

The civic agency, which was first supposed to finish the work for the Commonwealth Games 2010, had also altered the overall plan by reducing the number of subways and cooling plant among other things.

It has now claimed that it will complete the service development work by April, which has been the biggest grouse of shoppers and shopkeepers alike. "But the work on the underground Middle Circle and subways may extend till June," said a senior NDMC official. 

However, the NDMC is yet to decide the amount of penalty it will impose on the contractor for the delay. Engineers India Limited (EIL) is the main contractor of the project, which had sub-let the work to various contractors.

"Only when the project gets over will we be able to decide on the quantum of penalty to be imposed on them. Right now, our main agenda is to complete the work on time," said a senior NDMC official.

From eight subways which were proposed to be constructed in the Outer Circle the civic agency is now constructing only two -one at Barakhamba and another in front of Gopal Das building.

Sources claim that the civic agency will not be able to stick to the June deadline too.

According to the NDMC officials, the construction of the utility duct in the Middle Circle will require more time. Service lines such as those of telephone and electricity lines will go underground in this duct.
