Sexual assault report: onus on principal, teachers

The interim report on the sexual assault of a minor girl at Mangolpuri school has put greater accountability on principals and class teachers in ensuring safety of students.


The report submitted by the North Delhi Municipal Corporation, however, does not fix responsibility on any staff member for the incident.

The report by additional commissioner Pawan Sharma suggested expediting the process of installing CCTV cameras in schools and sensitising principals and teachers towards the safety and security of girls. Each school should also have a school attendant and a watchman, the report suggested.

“Principals and teaching staff have to be made more accountable and sensitive while supervising security within school premises. In no circumstances any child should be allowed to leave the school premises without the principal’s approval. The child should be handed over to the parents,” the report said.

The other suggestions include putting up barbed wires on the walls and keeping the school gates shut. “The staff that comes for delivery of mid-day meals should be verified by the police and their details along with photographs should be kept in the principal’s office,” Sharma said.

He said vacant posts of school attendants and chowkidars would be filled up at the earliest. However, for the time being, civil defence personnel would be engaged to improve security. The final report will be submitted later.
