Bengal panchayat poll battle begins in HC

The Calcutta high court on Tuesday began hearing the State Election Commission’s (SEC’s) petition challenging the constitutional validity of the notification issued by the West Bengal government on conducting the panchayat elections.

Justice Biswanath Sommader adjourned the hearing till April 4. SEC counsel Samaraditya Pal said certain provisions of the law had not been fulfilled by the state. The SEC had also asked the state for providing 800 companies of paramilitary forces.

“The SEC was surprised that the state had not given a satisfactory and clear reply. Without supplying the details of the forces, the state only said it had sufficient numbers of police forces for election and if necessary it would requisition forces from the neighboring state,” said Pal.

The notification had announced the polls would be held on April 26 and 30, which the SEC considered improper because in its perception the process of polling was to be under its supervision.
