The district administration's recent decision to register land in 85 illegal colonies, even as the new regularisation policy in the works, has raised eyebrows.
Sources claim that the revenue department has started the procedure, without carrying out the mandatory survey. The registrations were being carried out on the orders of the deputy commissioner.
The colonies have reportedly not been included in the town planning scheme of the MC for years. However, the MC officials handed over a list to the revenue department declaring these colonies as regular after taking note of development work carried out in them over the years, even though the state government has not given approval.
"The MC house had passed a resolution in this regard a few months ago, the copy of which was sent to the state government to exclude these colonies from the list of irregular colonies. However, the MC is yet to get a reply," a source said.
The MC has not drawn the limits of the colonies till date, which might encourage them into expanding, the source claimed.
MC joint commissioner Nazar Singh said the civic body had spent nearly Rs. 115 crore on the development of these colonies and to provide basic amenities, including water supply, sewerage connections and roads under town planning schemes.
"All the colonies have been developed up to 85%. They cannot be included in the lost of irregular colonies," he added.
Revenue officer Darshan Singh said the registries were opened for only those colonies which were mentioned in the list provided by the MC.
"We are charging normal rates to beneficiaries as that of plots in regular colonies in the MC limits. Registration of plots in irregular colonies will be done after composition and regularising fees are deposited as per the new policy," he claimed.
The new policy says:
Where more than 65% of the area is sold, a minimum of 35% is to be utilised for roads, open spaces and provision of basic amenities, including water works and sewerage treatment plant.
Plot-holders would have to pay regularisation charges as fixed under the policy to get their construction regularised, while the local authority concerned may provide basic amenities to the residents only after complete regularisation of the colony or regularisation of about 70% of the plot buildings.
