There is a shortage of 203 judges against the sanctioned strength in various courts of Punjab and Haryana, including the high court, and there are around 14.11 lakh cases pending in these courts.
The Punjab and Haryana High Court Bar Association submitted this information to union law
minister Ashwani Kumar on his visit to the high court complex here on Friday.
The bar association, which requested him to fill up all vacant posts in judiciary at the earliest for bringing down the pendency of cases, informed him that the high court had a sanctioned strength of 68 judges, district courts in Haryana of 528 judges and Punjab courts had a sanctioned strength of 531 judges.
Currently, there are 43 serving judges in the high court, 435 in Haryana and 446 in Punjab. There is a shortage of 25 judges in the Punjab and Haryana high court, of 93 judicial officers in various district courts of Haryana and of 85 such officers in Punjab.
The district courts in Chandigarh is manned by judges posted from the judicial cadres of Punjab and Haryana. At present, there are 20 judicial officers in the Chandigarh district courts.
In its memorandum, the bar association also informed the law minister that as on November 30, 2012, there was a pendency of 2.49 lakh cases in the high court. A total of 1.05 lakh new cases were instituted in 2012 and 99,000 cases were disposed of during the year.
At the same time, 5.42 lakh cases were pending in various district courts of Punjab as on November 30, 2012. Though a total of 6.83 lakh new cases were instituted in 2012, 6.94 lakh cases were disposed of during the year.
Similarly, there was a pendency of 5.58 lakh cases in various Haryana district courts till November last year. Around 6.62 lakh new cases were filed in various courts during 2012 and 6.92 lakh cases were disposed of till November 2012.
In case of Chandigarh, there was a pendency of around 60,000 cases till November last year. As many as 1.2 lakh new cases were filed in 2012 and around 1.2 lakh cases were disposed of.
