After the state level protest and rally held on August 22 in Chandigarh, the members of Punjab and Chandigarh College Teacher's Union have decided to observe teacher's day on September 5 as black day against the state government for the non-payment of salaries since last nine months.

PS Gill, president of the union, said the members of the union would wear black badges on September 2 to 4 to observe teacher's day as black day.

He said: "The first quarterly grant which should be distributed in the month of April has not reached yet despite Rs. 200 crore has been sanctioned in the annual budget. Even in the previous financial year only two quarters of Rs. 43 crore each were disbursed and the third quarter was disbursed only to half of the total 136 aided colleges of Punjab."

Even the sanctioned grant of Rs. 14 crore could not be utilised due to the negligence of education department. Around two thousand teachers had been waiting for their salaries for the past nine months.

Kuldip Singh, general secretary of the union said: "We have repeatedly requested the state government that quarterly grant should be sanctioned in the beginning of the first month of every quarter and final adjustments should be made in the last quarter."
