An official statement from the DC's office stated, “The unit prices in view of the new exercise based on the weighted market price are expected to fall by up to Rs. 30,000 for the higher zones and up to Rs. 10,000 for the lower zones in the corporation area and proportionately in a similar manner in the 10 municipal committees of the district.”
Also, taking a firm stand on the zoning of areas to be included in the property tax by the municipal corporation, Tewari has sent the draft proposal of the same back to the municipal corporation and department of local bodies.
Tewari has taken a stand on which legislators and other members of political parties were making a hue and cry saying that there are discrepancies in including different areas of the city under eight zones of property tax.
The statement issued by the DC office stated, “After seeing in great detail the area that falls in various zones and the rates that have been proposed to be fixed the deputy commissioner feels that the proposed rates are high even as the zoning remains incomplete and he has sent the files back to the MC officials and to the deputy director of local bodies asking them to rework and re-propose the unit price of the revised zones keeping in mind the weighted market price, the cost of construction and the rental value in the market.”
The DC has also directed the MC and deputy director of local bodies to re-schedule a meeting on March 11 in his office at 10.30am and all committee members including political representatives have been recalled to discuss and fix the unit prices.
The unit value fixation meeting for Ludhiana's civic body as well as for the ten municipal committees of district Ludhiana was held in the deputy commissioner's office on February 28, however political representatives of the unit value fixation committee did not attend this meeting with the argument that the zoning was not done properly and the unit value should not be fixed till the zoning is complete.
The statement further reads, “Since the property tax has to be levied from April 1 and there is a one month period for filing objections hence the officers went ahead with the preliminary discussions on the unit rates but stopped short of notifying the public.”
On February 28, the official members under the chairmanship of deputy commissioner discussed in detail interest, market value, cost of construction, rental value and other factors and it was broadly decided that the unit value shall vary from Rs. 20,000 to Rs. 2 lakh for the 8 property tax zones of the MC and for the municipal committees it should vary from Rs. 10,000 to Rs. 50,000 for the different zones.
However, the order has given strength to Congress that was crying hoarse over the property tax issue for long. Congress has now started accusing the MC for not preparing the list of eight zones properly as a result the common residents would suffer in future.
