MC seals 101 commercial units in Patiala, owners up in arms

The municipal corporation of Patiala on Thursday sealed 101 commercial establishments and shops running from residential areas following interim orders of the Punjab and Haryana high court.

The shops were sealed in Urban Estate Phase-1, Royal  Enclave, Sahib Enclave and Theri road falling under the jurisdiction of the Patiala Development Authority (PDA). The court had ordered the municipal corporation authorities to identify all properties with unsanctioned building plans by August 14 and to serve a three-day notice to the owners. The court has asked the civic body to submit the compliance report on August 22 after sealing all such buildings.

These orders were issued in a different case (apart from the sealing of more than 3,200 commercial establishments falling under the Patiala municipal corporation limits) by the court on a petition filed by the Residential Welfare Association, Urban Estate Phase -1. The sealing drive was led by Anandita Mittra, additional chief administrator PDA and Punjab Urban Development Authority.

In a bid to not give ample time to the shopkeepers to thwart the sealing drive, Mittra, accompanied by more than 200 police personnel, reached the shops at around 6 in the morning. Many sealing parties had to face stiff opposition from the shop owners who alleged that they were not given prior notice.

The residents raised anti-Badal government slogans and urged the government to intervene and come out with a comprehensive policy.

"There was no need to issue notice to them as they were parties in the case. Despite this we issued notices to all the shops owners. We had also made public announcements about the court orders," said Mittra.

"Our job was to follow the high court orders and send the compliance report. We will follow whatever the court tells us to do with these sealed shops," said Mittra.

Later in the day, the shopkeepers held a protest at the bus stand by blocking the Bathinda-Chandigarh Road for nearly two hours.
