IMA opposes Clinical Establishment Act

The Indian Medical Association (IMA) has urged the state government not to introduce the The Clinical Establishments (Registration and Regulation) Act, 2010 and have claimed that it would prove detrimental to private health services. The Act provides for registration and regulation of all clinical establishments in the country with a view to prescribing the minimum standards of facilities and services provided.


IMA district president Dr Naresh Sood has said that the implementation of the Central law would force medium and small private hospitals to close down, leading to a manifold rise in treatment costs.

Dr Sood claimed that 80% of health services were being provided by private doctors, still the centre government was trying to harm their interests. When the hospitals were already being regulated by the Medical Council, there was no need for another regulatory law, he reasoned.

He added that recently a delegate of IMA met state BJP president Kamal Sharma  and apprised him of the dangerous consequences of the central legislation. Sharma was asked to clarify his party's stand on centre government's new pharma policy, and especially on the circular by MCI asking doctors to prescribe only generic medicines.

Dr Sood also demanded exemption from property tax for hospitals in urban areas on the lines of exemption being given to hospitals situated outside the municipal limits vide a proposed amendment to the Punjab Tax (Institutions and Buildings), Act 2011.
