The Congress leader was in Bhuj, Kutch, to campaign for the second phase of the assembly polls on December 17.
"This one man who runs Gujarat and claims to have changed the entire state is full of anger and with anger the state cannot progress. Mahatma Gandhi had shown the path of love and that is what one needs to do here," he said.
"I have lost two persons of my family to terrorists (violence) and I was full of anger, which had made me blind. But now, without anger I can see clearly," he said, referring to the assassinations of his grandmother Indira Gandhi and father Rajiv Gandhi.
He also slammed the Modi regime for not appointing the lokayukta and stifling the right to information (RTI) machinery in the state, where 14,000 applications are pending.
"In Kutch, large parcel of lands have been given away to select industrial groups, and that has affected the local people and the fisherfolk," he said. Due to the Modi government's push for industrial development in coastal areas along the Mandvi and Mundra belt, a large number of local residents engaged in fishing and farming had been hit badly, he said.
He also criticised Modi's image-building and marketing strategy, by which the chief minister supposedly took credit for all progress in Gujarat.
The Amethi MP, who is being looked upon as the Congress PM candidate, attacked the state government on various issues through his campaigns.
