According to complainant, Avtar Singh Atwal, the accused told him that he was very close to senior SAD leaders, including ministers, and was also using his links to help the needy. He asked him the accused if he could help a needy in getting employment. Atwal then spoke to a widow, Veena, who was in need of a job for her daughter Paramjit Kaur.
"Then we spoke to the accused and he demanded Rs. 60,000 for getting Paramjit a job as Angwanwari worker. We only gave him Rs. 15,000," Avtar stated in his complaint to the police.
"Next day of the payment Parmar took me and Veena to CM's residence in Chandigarh and asked us to stand outside while he went inside alone. When he came back, he told us that our work would be done," Avtar told the police in his statement during enquiry. Later Avtar also asked him to get him some job and Parmar demanded Rs. 1.50 lakhs and finally the deal was settled at Rs. one lakh. Atwal paid an advance amount of Rs. 60,000 to the accused and his son Bunty. However, neither Paramjit nor Avtar got the job and the accused also did not return the money. After Avtar failed to get his money back he complained to the police. Police sources said that both Parmar and his son were held after an enquiry.
