On Monday, a Supreme Court bench of Justice KS Radhakrishnan and Justice Dipak Misra decided to examine the definition of a juvenile from a judicial perspective.

This case, however, would not have a bearing on the pending gang rape case. The PIL was filed by two advocates - Kamal Kumar Pandey and Sukumar - last week after the Juvenile Justice Board pronounced the sixth offender in the Delhi gang rape case a juvenile.

Attorney General GE Vahanvati offered to assist the court even as he said that the issue regarding lowering of a juvenile's age - from 18 to 16 - was looked into the by the Justice Verma Committee.

But, when the bench said it was to decide the issue on judicial side, Vahanvati responded: "The matter does need consideration. If the court wants to examine it, we will place our submission."

Safety measures
A countrywide 3-digit helpline number to respond to all emergency situations, women only buses, GPS-enabled public transport, recruiting more women in police force are some of the measures of the exhaustive action plan that the government has come out in the aftermath of the brutal Delhi gang rape.

The action plan was finalised following a series of meetings that the cabinet secretary had recently with secretaries of seven ministries including home, women and child development. The ministries have been directed to monitor the implementation of these measures.
