Chief minister Mamata Banerjee in a notification has fixed assignments for the 13 parliamentary secretaries.
Each parliament secretary will be assigned in 13 state government departments. On February 1, chief secretary Sanjay Mitra issued two notifications regarding the terms and
conditions of the duties.
According to the notification, Amal Acharya has been assigned to department of fisheries, Biplab Mitra (law department), Rabindranath Ghosh (PWD), Arup Kumar Khan (agriculture marketing), Sandhya Rani Tudu (backward classes welfare), Sashi Panja (women development and social welfare and child development), Asima Patra (micro and small scale enterprises and textile), Asis Bannerjee (higher education and technical education and training), Radhakanta Maity (irrigation and waterways), Tapas Roy (parliamentary affairs), Ashoke Kumar Deb (minority affairs and madrasa education), Nasiruddin Ahmed (transport) and A.T.M Abdullha ( panchayat and rural development). The parliamentary secretaries would assist the respective minister-in-charge in planning and co-ordination of legislative business.
The parliamentary secretaries are also assigned to maintain ‘closest possible liaison’ with the department they are attached, the minister-in-charge, secretary and the members of the legislature.
The would be also prepared to represent and speak on behalf of the minister-in-charge in the assembly, including the various committees subject to specific authorisation by the ministerin-charge and the chief minister.
According to the notification, parliamentary secretaries would attend the meeting of the assembly committees and co-ordinate the action based on its recommendations. They will also liase with leaders of political parties and groups represented in the assembly.
They even can give opinion on a specific policy matter to the minister-in-charge of their respective departments. The state government passed the West Bengal Parliamentary Secretaries (appointment, salaries, allowances, and miscellaneous provisions) Act last year.
