Getting birth, death, caste and other such certificates from various Delhi government departments is going to be easier now.
The Delhi government’s Information Technology department has proposed to create an electronic repository where the applicants will be able to get the
printout of digitally signed certificates from anywhere and whenever they want.
The certificates will have a unique number and the government departments verifying the certificates will also be able to do it electronically.
The government initially wants to link its revenue department, which issues certificates like caste, domicile, income, marriage and other such certificates, the civic bodies that issue birth and death certificates and the food and civil supplies department with the new facility.
“If we are able to link these 3-4 departments, we will be able to cover almost 80% services,” a senior Delhi government official said.
Official said the facility is already available in Andhra Pradesh and they are trying to follow the same system in Delhi.
The Centre had issued Model Electronic Service Delivery Rules sometime back and the Delhi government has notified the same rules by customising them for the Capital.
“We have asked all government departments to identify the services that can be delivered through the electronic mode and have also told them to suggest a date by which they will be able to implement them.
"These departments will have to designate nodal officers and signing authorities who will be digitally signing the documents,” said a senior Delhi government official.
The applicants, said officials, will just have to log in to the website and key in the application number and they will be able to access their certificates. “The certificates will be uploaded in the electronic repository and the applicant will be able to access them and get printouts wherever they want,” the official said.
Though some government departments such as revenue, transport and food and civil supplies have already started sending documents directly to the applicant’s address through speed post, the electronic delivery system will make the system more fool-proof and corruption free.
