The Municipal Corporation of Gurgaon (MCG) has been facing acute shortage of workforce for the past five years, leading to thousands of pending files related to house tax and other issues.
Against the total 939 sanctioned posts, at least 400 posts, including those of senior
officials, have been lying vacant since the inception of the civic body in June 2008.
According to a senior official, around 55,000 objections related to house tax are yet to be resolved due to shortage of manpower.
To resolve complaints regarding house tax, the MCG calls each individual for personal hearing and this exercise requires adequate number of senior and junior level staff.
At the top level (Category-A), at least 10 posts are lying vacant of the total 24 sanctioned posts. Several posts, including that of an additional commissioner, a deputy municipal commissioner, joint commissioners, executive engineers, chief town planners and others are lying vacant.
“There is one joint commissioner with the MCG against four sanctioned post,” said a senior MCG official.
The tragedy does not end here. “Of the total 14 officers in Category-A, 11 are on deputation,” said the official.In other categories also, most of the officials and staff are on deputation.
The issue was also discussed during a meeting chaired by P Raghavendra Rao, financial commissioner-cum-principal secretary to urban local bodies, Haryana government.
“Local officials had discussed how the staff crunch has been disturbing the smooth functioning of the corporation. I have sought a report in this regard from local municipal commissioner,” said Rao.
On Monday, the newly-appointed MCG commissioner, Ashok Sangwan, shot a letter to the urban local bodies demanding increase in staff strength at all level.
In the past four-and-a-half years, the corporation has seen five commissioners but not a single staff added so far.
“I cannot comment on why the file was not moved earlier but I will do my best to fill at least sanctioned number of posts at the earliest,” the financial commissioner said.
