Henceforth, a state Congress president has to fill up a self-appraisal form to enable the party leadership to measure his performance.
Introduced by Congress vice-president Rahul Gandhi, the new corporate style self-evaluation and assessment of one’s worthiness and
capabilities will decide whether a Pradesh Congress Committee (PCC) chief continues in office or needs to be replaced.
“The idea is to fix accountability and make the organisation more responsive,” a senior Congress leader said.
As general secretary in-charge of the Youth Congress, Gandhi had introduced a ranking system in the organisation to identify performing and non-performing office-bearers. While active and performing office-bearers were given green rank, yellow was assigned to active but non-performing members, and red to inactive non-performers.
In the appraisal form, a PCC chief has to declare the road map for the next three months to strengthen the organisation from the grass-roots level and also spell out his or her level of commitment towards the party.
The leaders have to reveal their strategy for assembly and parliamentary elections and by-elections in their states.
In the questionnaire, they also have to talk about prevailing political and economic situation in their respective states and problems faced by them in their functioning in which they could refer to infighting and also point out to trouble-makers.
The organisational issues and the level of coordination between various units have to be clearly brought up and the leaders have to mention whether committees have been formed in their states. In case these have not been set up, they have to specify reasons.
The PCC chiefs have to get the forms signed by Congress legislature party (CLP) leaders and in-charge general secretaries before submitting them to Gandhi.
After preparing a detailed summary of the appraisal forms, Gandhi will hold fresh round of meetings with state leaders.
