The Chandigarh police have booked six Congress MLAs for allegedly assaulting head constable Jaipal Singh in the Punjab Vidhan Sabha on Wednesday.
A case was registered on Thursday against Congress MLAs Kuljit Singh Nagra, Gurkirat Singh Kotli, Sukhjinder Singh Randhawa, Jagmohan Singh
Kang, Rana Gurjit Singh and Balbir Singh Sidhu, besides others, under sections 147 (rioting), 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object), 186 (obstructing public servant from performing his duty), 332 and 353 (voluntarily causing hurt to deter public servant from discharging his duties) and 384 (extortion) of the Indian Penal Code (IPC). The last section has been included as the MLAs allegedly took away the cop's identity card.
The case was registered after taking the legal opinion of the UT counsel.
According to the FIR, the cop was manhandled, assaulted and his identity card was snatched by the Congress leaders. The FIR is silent on vandalism in the House as there is no mention of damage to public property in the complaint, police sources said.
The case was registered on the complaint of Jaipal, forwarded by Sukhwant Singh Gill, commandant of the Punjab police's 3rd Commando Battalion. It was handed over to the watch and ward officer of the assembly, who passed it on to the Chandigarh police for the registration of a case.
Meanwhile, Congress MLAs met UT inspector general of police (IGP) RP Upadhyaya on Thursday evening at the police headquarters and submitted their representation. The delegation, led by Leader of the Opposition Sunil Jakhar, claimed that the case was being wrongly registered against them. The entire issue relates to the Punjab Vidhan Sabha and there is no need to hand over the matter to the Chandigarh police, they argued.
Earlier in the day, Upadhyaya and UT SSP (operations) RS Ghumman had a meeting with the Vidhan Sabha speaker over the issue.
Talking to the media, Upadhyaya said, "We are doing our job. We are acting on the complaint forwarded by the assembly speaker's staff."
