In view of the start of festive season in August the state police has launched a preventive drive to check the outbreak of communal violence. The police officials have been told to identify the persons who have record of indulging or instigating communal tension.  Before the start of the festival all such persons would be bound down and their activities would be restricted.  

The state police said no religion or community bias is being adopted in issuing red card to the persons in various districts. Both the members of the majority and minority communities have been issued red cards in Bareilly and other districts. 
IG (Law and Order) RK Vishwakarma said irrespective of caste or community action was being taken against the persons involved in communal activities or who have criminal record.  The issue of red card before festival is a psychological tactics of the police against those of who had criminal history or had been found indulging in communal activities.
Chief Secretary, Javed Usmani  has told the officers that strict action would be taken against the district administration officers if there were any slackness on their part in maintaining communal harmony. All the zonal IGPs, range DIGs, district magistrates and superintendent of police have been told to take required measures to check communal tension.
