Kolkata Police is consulting legal experts to decide whether they would register an FIR and start a case on the complaint filed by IPS Nazrul Islam against chief minister Mamata Bannerjee, chief secretary Sanjay Mitra, home secretary Basudeb Bannerjee, director general of police Naparajit
Mukherjee and a few other senior officials.
Islam, who was once close to the chief minister but later fell out, is now the additional director general (provisioning). Islam had written a book detailing what constituted proper development for the Muslims, where he criticised some actions of the government, and earned the wrath of the chief minister.
"We have made a general diary entry about the complaints but are yet to start a case by lodging an FIR because we are examining the complaint prima facie," said Pallab Kanti Ghosh, joint commissioner of police (crime).
On August 17, Nazrul Islam lodged a 51 page-complaint with Hare Street police station. On August 19 he also submitted an amendment to the earlier complaint where he mentioned the detailed sections of the Indian Penal Code in which, he urged the police to start a case.
Earlier on July 2, Islam had sent a 256-pager complaint letter to the chief minister Mamata Bannerjee. The copies were served to the chief secretary, home secretary, director general of police also.
In that complaint he had mentioned that he would start criminal case against the chief minister if she did not answer the letter within July 22.
Nazrul lodged the police complaint after he did not get any response from the chief minister.
According to the complained filed by Islam, the state government has forged the order sheet of the Supreme Court and other documents to harass him. He has claimed that he was deprived of postings and promotions that is hampering his social prestige.
Sources in the Kolkata Police officers told HT, Islam is preparing to move court. The police complaint is just one step before such a move.
According to this section of officials, Islam never had a doubt that the police would not start a case against the chief minister, the chief secretary or the home secretary.
If the police do not start a case, Islam can easily file a case against them in court.
In his complaint, Islam mentioned that the government has used a portion from his book against him in a departmental proceeding. They have also misused a Supreme Court verdict, alleged the complaint.
The IPS officer also alleged that the government did not give him the promotion that was due to him. The government has also issued a chargesheet against him illegally, he claimed.
He also alleged, the government formed a screening committee to consider his promotion. But the formation of the screening committee was not according to the rules of the central government.
The top cops of the Lalbazar police headquarters on Friday held series of meetings to discuss the Islam’s complaints.
