In the petition, Bajwa has reasoned that since Punjab Police's jurisdiction was limited to the state, it would be impossible for it to investigate the network spread not only across the country but also abroad. He has argued that since names from China, Canada and the US had cropped up in police investigation, it is all the more important to hand over the case to the CBI because even Interpol will be required, which is possible only through the CBI.
Also, it's reasoned that since the involvement of powerful state ministers such as Bikram Singh Majithia is alleged, only an independent agency, and not the state police, could do a fair investigation. It'll be the second PIL for CBI inquiry in the case, as the earlier came from former Punjab director general of police (prisons) Shashi Kant.
Three more petitions (by former Congress member of Parliament from Faridkot Jagmeet Singh Brar; Balchinder Singh, father of alleged kingpin and wrestler Jagdish Singh Bhola; and accused industrialist Jagjit Singh Chahal) also ask for a CBI inquiry.
