But in reality, no assistance is being provided by the DTO office for the same although for charging this fee, the rules say, it is mandatory for the DTO office to have a special window for this purpose.
This service was introduced by the state government to offer digital smart card registration certificate in 2011.
The objective behind opening this window was to minimise the corruption or end the role of the middlemen or agents since many people fall in their trap as they are not familiar with the process to fill the forms in this regard.
DTO J S Dhillon, when contacted, claimed that they intended to provide such a service, but since the office is short of staff, the service has not been implemented in Jalandhar.
“The proposal to open this window has already been sent to the higher authorities and now we are waiting for their approval to sanction the staff. As we get the nod, we will open the assistance window,” said Dhillon.
On an average, around 4000 RCs are made per month in the DTO office at Jalandhar and 3, 000 new licences are issued.
Jessica, an applicant, said, “Since there was no assistance from the DTO office to make the RC for her car, she was having no option but to hire an agent”.
