Additional Sessions Judge Bharat Parashar took cognizance of a charge sheet against Singh and summoned him on May 16 as an accused in the case. Singh has been summoned under sections of the Protection of Children against Sexual Offences Act 2012. The law casts an obligation on every person to report crimes against minors to the police. If convicted, Singh will have to serve six months in jail and pay a fine.
On the fateful night, the girl — who had recently moved to Delhi — was standing outside Singh’s pharmacy, near Daya Hospital, around 10.30pm when she was approached from behind by Ashish Tokas.
According to the prosecution, Tokas gagged the girl and dragged her to his house where he beat and raped her. She was later found in a nearby area severely traumatised.
Singh saw the girl being abducted but despite hearing her shouts for help he did not raise an alarm, the prosecution said. Sources said Tokas was well-known to the people of the area as his father owned several houses in Munirka.
The rape occurred just 10 days after the fatal assault on Arunachal student Nido Tania.
