The address is also likely to indicate how the government would implement the promises made by the BJP in their election manifesto. Sources, however, said that contentious issues may not find a place in the President's address as it would be a "development oriented" speech.
The address is likely spell out the government's efforts to revive economic growth that fell to 4.9% in 2013-14 and creation of jobs — one of Modi's poll promises — through a new national mission.
"The BJP manifesto was the driver to give inputs for President's address. We have spelled out the policy initiatives from the manifesto that can be initiated in the next 100 days," a senior government official said.
The cornerstone of the address is likely to be Modi's 10-point agenda which includes increasing investment, completing infrastructure projects in a time-bound manner and exploiting of natural resources, besides giving freedom to bureaucrats to take decisions and implement them.
