Shukla was booked under section 66(A) of the IT Act that deals with prank calls/mails that create panic among the public.
The mails also threatened new explosions at public places within a few days.
Police sources claim Shukla was constantly looking for excitement that would create nationwide noise and a few days ago when the Indian cricket team was drubbed by the English side in the test series he sent a mail to BCCI demanding that MS Dhoni be replaced as a captain with Parthiv Patel.
When that did not get the attention he wanted, he sent the mail to NIA and a TV channel claiming that Indian Mujahideen was behind the New Delhi blasts.
Shukla would be produced in a juvenile court on Wednesday.
