Even as the Chinese communist regime refuses to soften its stance on the half a century old Tibetan issue, the newly elected Prime Minister, Dr Lobsang Sangay said concerted efforts are on to resume talks with China which came to a stand still in last January, after nine rounds of talks.
Maintaining that the Chinese vilification campaign against him was not an obstacle for the talks between the Dalai Lama’s envoy and the communist regime, Sangay blamed china for not making moves to resume talks.
“Lack of progress in dialogue is not because of us but it was due to the lack of reciprocity from the Chinese side,” Sangay said. “From our side we abide by the Middle Way Policy and from our side we are willing to negotiate with the Chinese government anytime, anywhere,” he added.
Meanwhile, Sangay announced portfolios of new Kalons of the 14th Kashag who have been nominated in the inaugural session of the Tibetan parliament-in-exile on September 16.
Three-time former deputy speaker of Tibetan parliament-in-exile, Dolma Gyari who is included in the cabinet for first time has been given the responsibility of department of home, while the experienced Pema Chhinjor has been appointed as Kalon for department of religion and culture.
Chhinjor, seniormost member in the new cabinet had earlier served as Kalon for security in the 11th Kashag. Former Kalons, Dongchung Ngodup and Tsering Dhundup have been retained as the Kalons for department of security and department of finance, respectively.
Ngodup and Tsering have served in the same departments in the 13th Kashag. Dicki Chhoyang, Member of Parliament from North America has been given the responsibility of the department of information and international relations, while the youngest member of the cabinet Tsering Wangchuk has been appointed as Kalon for department of health.
Prime Minster, Lobsang Sangay himself has kept the crucial portfolio of education. Appreciating the 15th Tibetan Parliament- in- Exile for unanimously approving Kalons nominated by him Sangay said a strong message has been sent to China that we Tibetans are united.
Referring to promises made by him during election campaign Sangay said he had repeatedly said that his cabinet would have elders as well as younger kalons representative from all the three regions and most importantly women.
“All the Kalons represent and reflect the qualities which I was looking for in the Kalons and I chose them based on their qualities, experience and education that would contribute towards effective administration of each department,” Sangay said.
Affirming to follow the advice and vision laid by His Holiness, Sangay said his cabinet was dedicated to restoring freedom for Tibetans and return of His Holiness, the Dalai Lama to Tibet.
Hoping that all the Kalons would do hard work with dedication Sangay said all the Kalons would do a fantastic job in administrating their departments and oversee the policy issues at macro level.
"New Kalons will work hard and will effectively use their educational expertise and experience to administer their respective department," Sangay said.
