Uttar Pradesh CM designate Akhilesh Yadav on Wednesday said his cabinet would initially be small but could be expanded later.
Yadav, 38, who will be sworn-in on Thursday, said his priority would be law and order and industry. “I am here to serve, not rule”, he said.

Yadav said as he was finalising his cabinet he realised “it was tough” and he was trying to walk the middle path. “There are so many expectations, hopes and responsibilities, it is a test for me,” he told reporters.
Speaking at a felicitation ceremony at the party headquarters Yadav said, “My efforts are to make a small, compact cabinet with a mix of the old and experienced and fresh blood.”
On his priorities as CM, he said, “For prosperity of the state and its people, it is important to make the atmosphere conducive for business. The Samajwadi Party (SP) government would encourage business people and industrialists to invest in the state.”
He said the SP government would fulfil all the promises made in the manifesto. “When crores could be wasted on stone monuments, why can’t money be raised for unemployment allowance,” he said.
Some prominent leaders likely to be inducted in Yadav’s cabinet are: Azam Khan, Shiv Pal Singh Yadav, Ambika Choudhary and Tej Narain Pandey.
Among those scheduled to attend the swearing-in ceremony are BJP’s LK Advani, Punjab CM Parkash Singh Badal, CPM’s Prakash Karat, CPI’s AB Vardhan, JD(U) chief Sharad Yadav, actor Jaya Bachchan and industrialists Anil Ambani and Subrata Roy Sahara.
