Prime Minister Manmohan Singh left for the Cambodian capital of Phnom Penh on Sunday morning where he is to attend two regional summits.   The Nov 18-20 visit is to attend the 10th ASEAN-India Summit and the 7th East Asia Summit. The prime minister is accompanied by foreign secretary Ranjan Mathai and other senior officials.
