The report, submitted to the director general of police (DGP) Sanjeev Dayal's office on Friday, was sent to the government by night, states that the police slapped unjustified charges on the two youngsters.
The report is said to have stated that the arrests were made despite orders from senior officers against such action.
"We will study the report and the recommendations made by Sukhwant Singh, inspector general of police, Konkan range, and then decide what action to take. We will consider dropping the charges against the girls," said a senior government official, requesting anonymity.
Patil said there is a need for clarity in laws concerning the social media, the internet and mobile phones.
"There has been demand for freedom and restriction on rights," he said.
