Amid opposition from Shiromani Akali Dal (SAD) MPs, Bittu said, "Rapes and firings are the order of the day and the law and order situation is very bad."
Listing the Faridkot abduction-rape and other cases, Bittu said "jungle raj" was prevailing in the state.
Backed by his party colleagues, Bittu said the police force had been thoroughly politicised in Punjab, with police stations becoming "dens" of the SAD.
He claimed that the morale of the police was not so low even in the days of the terrorism.
Seeking the intervention of SAD MP Harsimrat Kaur Badal, he asked her to rein in her younger brother Bikram Singh Majithia, a cabinet minister and the Youth Akali Dal president.
He sought police reforms in the state and the Centre's intervention through the imposition of President's rule or sending a central team to uplift the morale of police officials in Punjab.
