In a message to the people, the chief minister said this was an hour for introspection for everyone as to what extent people have followed teachings of the Gurus who urged us to accord a place of the highest honour to women.
"The New Year may see us closer to a society in which women, children and senior citizens may enjoy a life of complete honour, security and dignity," he added.
Meanwhile, Punjab governor Shivraj Patil on Monday cancelled all New Year's Eve celebrations in the Raj Bhawan in view of the Delhi gangrape victim's death.
He, however, wished people a happy and prosperous New Year.
In his message, Patil said, "We should focus more on social security, environmental protection and eradicating social evils such as drug addiction, female foeticide and dowry in the New Year."
