The petitioner, Mahesh Chander, is a 90%-disabled man from Nawanshahr district, and the matter came up for hearing before the division bench led by chief justice Arjan Kumar Sikri. Chander is an agriculturist.
Chander submitted that from time to time, he had to visit the government offices in his block and district to seek solution to his grievances, and no one of his disability could even enter the ground floor of any government building. The only way up is stairs, where he can't take his wheelchair.
There are no ramps or elevators in any of the government buildings in the petitioner's district.
