BJP Member of Parliament from Chhattisgarh Ramesh Bais has created controversy when he said, the rape of a grown-up woman is understandable but the rape of a minor is a henious crime and those guilty of it should be hanged. After the khaps in Haryana and Uttar Pradesh, a Muslim community panchayat in Rajasthan today banned girls from using cell-phones and also from dancing and singing at weddings, ostensibly in an effort to prevent incidents like Delhi gangrape.
