Bharatiya Janata Party's (BJP's) prime ministerial nominee Narendra Modi on Thursday lashed out at the United Progressive Alliance (UPA) for its 'indecisiveness', saying even the head of a civic body takes more decisions than the Union government.
"Tough decision needs to be taken sometimes. Those who can't take such decision have no right to sit on the chair. At least some decision has to be taken. I see that even a municipal head takes more decisions than the government in Delhi," Modi said, apparently referring to Prime Minister Manmohan Singh.
Speaking at the India Economic Convention organised by the India Foundation in New Delhi, Modi stressed that a leader from "outside the world of Delhi" could lead the country properly.

"Except for one, all other prime ministers have been from the world of Delhi. A man who has experience of working in the state knows what problems they face and how it should be solved. He would also strengthen the federal structure," the Gujarat chief minister said.
Modi did not elaborate on the only exception he talked about. Charan Singh, VP Singh (Uttar Pradesh) and HD Deve Gowda (Karnataka) have all served as chief ministers before taking over as the prime minister.
Modi talked about "harmony" in Centre-state ties and put emphasis on inclusive development.

The BJP's PM face invoked Mahatma Gandhi many times during his speech to buttress his arguments. He lauded Gandhi's campaigns to promote cleanliness and hailed how he converted India's freedom struggle into a mass movement.
