SC/ST commission calls home secy, DGP

Following the charges of torture against the Khem Karan police in Tarn Taran district, the National Commission for Scheduled Castes (SCs) and Scheduled Tribes (STs) has summoned the state home secretary and director general of police (DGP) to Delhi on August 4 with the action-taken report.

The Dalit victim, an old man from Mehndipur village in Khem Karan police jurisdiction, is in a state of shock, commission vice-chairman Raj Kumar Verka has observed.

Asked about the action taken, Tarn Taran senior superintendent of police (SSP) Rajjit Singh Hundal said: “I have suspended Khem Karan station house officer (SHO) Jaspal Singh and demanded explanation from the deputy superintendent of police concerned.”

Five days after the incident, the police have arrested only one of the accused, so far. “We have directed Tarn Taran additional deputy commissioner Bagtawar Singh to take the victim for medical examination and get him treatment from a medical board,” said Verka.

“The Tarn Taran administration also has to submit a detailed report in 15 days.

The incident is an example of the hooliganism prevalent in that district,” Verka said at a press conference here on Thursday.

Tarn Taran superintendent of police (headquarters) Harvinder Singh, who appeared before the commission, said a case had been registered and two people arrested, in response to which, Verka said the main accused had not been arrested, so far.

The commission vice-chairman also took strong notice of the absence of SSP Hundal from the meeting.

The relatives of the victim also played a video clipping of the police torture.
