Mansa SIM scandal kingpin caught

Earn by sending messages from cell phone: was the fraud scheme that Parveen Kumar-as Rahul Mann-sold to many people here to, later, vanish with their money.

Prime suspect Parveen Kumar is nephew of Ramfal Jalana, former Haryana legislator of the Indian National Lok Dal (INLD). By the time the Mansa police arrested Kumar in Chandigarh on November 29, his gang of five operating from Sai Enterprises shop here had made more than Rs 20 lakh in the racket.

After complaints from the victims, the police caught one of the suspects, Davinder, in a raid and recovered 60-gm of investors' gold from him. On November 28, the Chandigarh police issued a traffic ticket to Kumar for an illegal red beacon atop his car. It helped the Mansa police locate Kumar and lay a trap for him the next day.

"The key suspect was on the run since the June 2 after the registering of a case against his gang of five," senior superintendent of police Narinder Bhargav said here on Wednesday. "Suspect Vijay Kumar is still on the run, while suspects Kuldip Singh, Devider and Mohit Kumar are under arrest."

The police are looking into similar frauds in other states. They recovered a new Tata Indigo car, a laptop computer, and a gold ring from Kumar, while on June 2, besides gold, they had recovered Rs 37,000 cash and some subscriber's identity module (SIM) cards issued on the basis of fake identity.

On June 2, all suspects had been charged under Sections 420 (cheating), 467 (forgery), 468 (forgery for purpose of cheating), 472 (making counterfeit seal), and 120-B (criminal conspiracy) of the Indian Penal Code (IPC)."
