The district consumer disputes redressal forum has imposed a fine of Rs 1 lakh on a distance education study centre, an institution of higher education and a university besides directing them to refund the course fee deposited by the complainant along with interest.

In his complain to the consumer forum, Ajay Saini, a resident of local police lines, said his sister had secured admission in MSc (Math) second year in local MTI Academy, which was functioning on behalf of Khattu Sham Ji Higher Education, Jalalabad, for EIILM University and deposited Rs12,000 fee.

In September 2011, she got her roll number and appeared in the exam. She passed the exam when the result was declared after two months.

In the meantime, Kamaljit Singh and Vinod Kumar of MTI Academy asked the complainant to deposit some documents and affidavits so that her detail marks card (DMC) can be get released from the university.

Even after depositing the documents, the candidate was not provided with DMC and repeated appeals made to functionaries had no effect. As a last resort, a complaint was filed against Kamaljit Singh and Vinod Kumar of MTI Academy, Khattu Sham Ji Higher Education, Jalalabad, for EIILM University, demanding refund of the deposited fee besides compensation for harassment caused to the candidate.

After going through arguments, GP Singh, president of the forum, directed the opponents to jointly pay Rs 1 lakh compensation for allegedly rendering deficient services to the complainant, 'adopting' unfair trade practice and for causing mental harassment besides refunding the deposited fee with 9% interest within 30 days.

The forum also directed the defaulters to discontinue unfair trade practice.
