The Economic Offences Wing (EOW) has issued notices to three state government agencies — Town and Country Planning (TNCP), district administration and Kolar Municipal Council — in connection with six missing files of building permissions issued by Kolar municipal council.

The EOW, Bhopal unit, is investigating into a major building permission scam involving 25 building permissions given by the council between 2009-2013, in gross violation of rules.

Earlier, sleuths of EOW had carried out searches a the one-time Kolar Municipal Council office and seized documents related to 19 building permissions but the documents of six building permission is still missing.

The EOW has also issued to notices to these six builders, whose documents are missing from municipal council office, asking them to provide details and documents related to the permission they had obtained from the municipal council office.

A senior official of EOW confirmed the developments and said, "The notices to all government agencies concerned have been issued in last couple of days and they have been asked to submit the reply with a week."

According to the officer, Kolar municipal council has been asked to provide entire details of building permissions, while TNCP has been asked to provide information about layout and land use permission given to six parties, whose files are missing from the Kolar municipal council.

Sources added that EOW had also written to the district administration, seeking information about the ownership of land on which these six buildings were to be constructed.

EOW sources claimed that the documents, which had been seized so far, suggested that the building permissions had been issued on electricity bills or just on voter ID cards.

An officer of EOW, on the condition on anonymity, said that the person who wants building permission has to provide 14 prescribed documents like address proof, land documents and others documents for obtaining building permission. The permissions of the buildings were given without following the set norms.
